The elastic in these covers allows the cart cover to fit both the large discount club carts and smaller carts or even restaurant high chairs.  There is no additional padding to add to the bulk of the cover.  The leg holes are generous and have flaps to keep the cart from pinching little legs.   Ribbon tabs on the front give your child something to play with in themselves, or they can be used to clip toys on to the cover so they don't hit the floor.
